I have faced this issue and do debug a lot. Finally, this issue can be fixed by FM EXIT_SAPLMRMH_013. Change 2 fields: E_LFSNR and E_CHANGE
Details:
+ E_LFSNR = EKBE-XBLNR
+ E_CHANGE = 'X'.
Below is the reason why we have to enhance field E_LFSNR
