If you try to reach sapserv2 then you're using the SNC connection way to connect to SAP.
Have you performed the PSE file generation and the configuration as stated here :

It looks like this part is not working on your set up .
Your service start command should look like :
saprouter -b PATH_TO_SAPROUTER_EXE –p "service -r -W 60000 -S 3299 –R PATH_TO_SAPROUTAB –K p:SNC_STRING"
