No, I never tried. But if you need open VS 2013 project in VS 2010 it doesn't work.
About Inno Setup is free installer for windows program.

I create the installer with inno setup and then I create the .ard file with AddOnRegDataGen.exe that is in SAP SDK folder instalation.
