Control through vendor or customer master in Site Master?

Hi Experts,

i have a question that what in actual we try to control by having customer or vendor assignment in Site master, i understand that they are required to have due to site requirement functioning as vendor and customer but what exactly we are trying to control through these 2 accounts?

Explanation with an example will be highly appreciated.
