Question Bank is a functionality , more precisely a Survey Design Feature ,where questions in survey design can be added from the Bank using  Add-From or they can be added to the Bank using Add-To QuestionBank .

This is more of a Reuse Method enriching the Survey Design Time Capabilities , where user can reuse the Questions which are already used earlier instead of creating new ones.
