Even if the toolbars can be managed to display in two lines, the height of the header part might need to be adjusted accordingly. Not sure if it is an easy thing.
Please refer to SAP KBA 2161942, there is a hint:
If you have too many buttons and the buttons get truncated on the toolbar, use Icons instead of text for displaying.
Also, this KBA introduces some information regarding toolbar layout. Maybe it will give you some idea.
