Limited Logistics User Can't Add AR Invoice

Hi,

I need help with an unusual case where in a user was given a limited logistics license. In the authorization, the user was granted full-authorization in AR Invoice. When the user opens the AR Invoice, the user can't add the document. The add document button is disabled. I had to make the user superuser before he can add the document. Do I really need to make the user superuser before a limited logistics user can add an AR Invoice? Version is SBO 9.0 PL12.
