I am also facing same problem for logon AS ABAP 7.02 which i successfully installed but while i used to logon, it shows me error WSAECONNREFUSED (error no. 10054) & some times WSAECONNRESET (10061).
I tried all the solutions which are mentioned above but still its not working. Please suggest me something which will used to overcome this problem.
